Remove 'umask' calls from 'mkdir'.
Fixes <http://bugs.gnu.org/24659>.
* libguile/filesys.c (SCM_DEFINE): Remove calls to 'umask' when MODE is
unbound; instead, use 0777 as the mode. Update docstring to clarify
this.
